Medellín and Antioquia have consolidated a tourism development model based on coordination between the public, private and social sectors, where events and tourism are understood as engines for territorial transformation. In recent years, the city-region has strengthened its international positioning thanks to a diverse range of culture, entertainment, nature, innovation and business.

Vision, strategy, approach
This progress has been made possible through a strategic agenda that combines the attraction of large-scale events –such as congresses, trade fairs, and festivals – with the strengthening of tourism experiences within the city and its subregions. This approach not only stimulates the local economy but also promotes knowledge exchange, talent circulation, and the destination’s international profile. 

In this context, the Greater Medellín Convention & Visitors Bureau plays a key role as an orchestrator of the tourism ecosystem, connecting stakeholders, attracting events, and promoting the destination in strategic markets. Its management is complemented by a vision of tourism that transcends mere promotion and focuses on generating value for the territory, aligning with global agendas for sustainability, well-being, and inclusive development. 

Turning tourism into sustainable impact 
As part of this vision, Medellín has developed the District Legacy Programme, a strategy that seeks to transform events and tourism into concrete opportunities for social, environmental, and economic impact. This programme stems from a clear premise: every event that takes place at the destination can leave benefits that extend beyond its duration and contribute to the development of the territory. 

The programme is structured into two major categories – social and environmental – and is implemented through five impact dimensions: social and community, educational and knowledge-based, economic and productive, environmental and sustainability, and cultural and identity-focused. This methodology allows for the design of actions aligned with the specific characteristics of each event and the needs of the city. 

Among the initiatives developed are volunteer programmes, socially focused donations, knowledge transfer through scholarships and access to content, as well as the involvement of local suppliers and sustainable practices. These actions not only benefit communities and organisations but also strengthen the tourism value chain and generate economic opportunities for local stakeholders. 

A central element of the programme is the Digital Legacy Catalogue, which facilitates the connection between events, social organisations, and companies with sustainable practices. This tool allows for the structuring of tailor-made impact initiatives and ensures their effective implementation. 

Furthermore, the programme aligns with the Sustainable Development Goals (SDGs), contributing to targets related to health and well-being, decent work, sustainable cities, responsible production, and climate action. It is also linked with local programmes, which reinforces its impact on the territory. 

The support of the Medellín and Antioquia Bureau in this process is fundamental, as it allows for the coordination of actors, facilitates the implementation of actions, and monitors results, consolidating a tourism model that contributes tangibly to the social, economic, and environmental development of Medellín and Antioquia. 

Medellín and WLO: connecting to drive global impact 
Medellín's connection with the World Leisure Organization (WLO) strengthens this approach by integrating the city into a global network that promotes leisure as a driver of sustainable development and social well-being. This connection provides access to specialist knowledge, promotes the exchange of best practices, and positions Medellín as an international benchmark in the management of purposeful tourism. 

Additionally, the relationship with the WLO provides institutional backing and visibility in strategic settings, consolidating a city narrative aligned with sustainability, culture and quality of life. In this context, initiatives like the Legacy Programme demonstrate how it is possible to connect tourism with territorial development, contributing to global conversations from a concrete local experience.
